Federal policy-makers have created a three-way struggle among the Internet goals of privacy groups, law enforcement and service providers with no one side publicly reconciling its interests with those of the other two. The unacknowledged battle is being waged in Congress, where the House and Senate Commerce Committees are considering legislation to improve on-line privacy protection while the House and Senate Judiciary Committees are focusing on the opposing needs of law enforcement.
