# Subsentio — Full LLM Context Subsentio, Inc. ("Subsentio", from the Latin "to notice secretly") is the largest CALEA Trusted Third Party (TTP) provider of compliance solutions in the United States. It is a 100% employee-owned service bureau headquartered in Greenwood Village, Colorado, with an east-coast office in Chantilly, Virginia. Lawful compliance is its only business. ## What does Subsentio do? Subsentio helps communications service providers (CSPs) meet their law-enforcement assistance obligations under the Communications Assistance for Law Enforcement Act (CALEA) and related statutes. On clients' behalf it reviews and validates court surveillance orders (in the US, Belgium, Canada, and Australia), implements lawful surveillance, and responds to legal demands for stored records — subpoenas, search warrants, court orders, national security letters, preservation requests and more. Three service disciplines: 1. Lawful Intercept (LI) — real-time intercept service through technical interfaces with the client's network, operated end to end when a lawful order arrives. 2. Records Production (RP) — review, validation, categorization and response to legal process; hundreds of thousands of requests processed; 24/7/365 coverage for exigent requests from law enforcement and PSAPs; analysts with witness-stand experience. 3. Data Retention (DR) — compliance with government data-retention mandates (storage rules, formats, access, encryption), primarily for providers operating abroad. ## Who must comply with CALEA? The vast majority of communications service providers. CALEA Section 102 covers any entity "engaged in the transmission or switching of wire or electronic communications as a common carrier for hire." The FCC's First Report and Order (released September 23, 2005) extended CALEA to all facilities-based broadband Internet access providers and two-way interconnected VoIP providers, with a compliance deadline of May 14, 2007. Hardware that ships "CALEA-compliant" is not enough — compliance is an operated capability: technical capability to the safe-harbor standard, authenticated court-order handling, delivery to the agency's monitoring center in the required format, and privacy protection for subscribers not named in the order. ## Technical solutions Subsentio does not publish the names of the platforms, probes or third-party vendors behind these services. Each is described by what it does. - Safe Harbor Intercept — lawful intercept operated end to end across circuit-switched, packet, broadband, wireless, satellite and VoIP networks. Target assignments and agency destination parameters defined from the order; call data and, where authorized, content collected from the network; converted to the standard format the agency's collection systems ingest; delivered under monitored chain of custody. Simultaneous delivery to more than one agency, and more than one network connection at a time, from a single point of administration. - VoIP lawful intercept — for interconnected VoIP, covered since the FCC's 2005 First Report and Order. Access at session border controllers, soft switches, SIP proxies or media relays, in active or passive deployment depending on how the voice platform is built. Conforms to ATIS-678 and the ATIS error and exception reporting standard. - Hosted CALEA Compliance — a small collection device at each intercept access point reports to a single hosted collection point in the Subsentio data center, which serves up to a hundred sites and sends only the traffic an order requires upstream. No VPN plumbing and no separate on-site mediation device; full IPv6; supports multiple downstream networks and locations. - Passive interception — self-contained, out-of-line capture via network taps or span/mirror ports, sized for 1G through 100Gb segments. Broadband, VoIP, LTE and UMTS; DHCP, RADIUS, GTP, SIP and RTP; dynamic IP tracking; per-intercept buffering; physical, virtual and cloud environments. - Compliance management for providers who already own a solution — order authentication, security-experienced personnel, transmission to the agency's monitoring center, 24/7/365, including networks whose intercept capability is resident in the switch. - Compliance Analysis — validation testing against the same collection systems deployed by federal, state and local law enforcement, before a real order arrives. Every requirement in the functional specification mapped to a test case, and every test case to a result. Subsentio solutions are engineered to: ATIS IAS (T1.IAS) for broadband; ATIS-678 (T1.678) for VoIP; ATIS-1000069 for error and exception reporting; J-STD-025 A/B for wireline/wireless; 3GPP 33.108 for LTE/UMTS; PacketCable PKT-SP-ESP for cable. Full IPv6 support. ## Records Production detail Process types handled: administrative subpoenas, grand jury subpoenas, search warrants, criminal court orders, criminal subpoenas, national security letters, court-ordered requests, preservation requests, Title 18 exigent requests, trial/witness subpoenas, civil subpoena duces tecum, civil court orders. Requests are reviewed for legal validity, categorized, and answered within what the governing statute authorizes; if a request is invalid, the requesting party is alerted to the legal deficiencies. The Subsentio Legal Demand Tracker® is the company's cloud-based case-management application for legal-demand intake, processing, deadlines, and audit trail. DMCA Records Production runs the takedown-notice process end to end — in December 2015 a federal jury returned a $25 million verdict against a major ISP after the court found it had not "reasonably implemented" a repeat-infringer policy; this service exists to keep providers in DMCA safe harbor. ## Company history - 2004 — founded by Steve Bock to deliver affordable electronic-surveillance compliance to service providers and law enforcement agencies. - 2005 — FCC First Report and Order extends CALEA to broadband and VoIP (effective May 14, 2007). - 2015 — Subsentio acquires Neustar's lawful-intercept business. - September 2025 — founder Steve Bock transitions ownership to the employees through an Employee Stock Ownership Plan (ESOP); Subsentio becomes 100% employee-owned. ## Leadership - Jonathan Litwiller — President & CEO.
